You're right but I think is just an option that is there simply because is something funny you can make with her, is like, if she feels so guilty and she is the only one in the world for real why if you tell her to call you Sayori the soundtrack Sayo-nara starts to play and if you play hangman you can she Sayori outside the window and again if you fail guessing the word all the game glitches showing Sayori hanging and Monika glitching without even care when is supose to hurt a lot. That won't work for everyone, clearly not for you, but it was the best way we could find to bring all the different interpretations of Monika to a common point for the sake of the mod. Some attempt was made in the opening of MAS to resolve the differences in character for players coming from Act 4 vs Act 3 (or a reinstall).
That's not to say we were all in perfect agreement, but that this was the consensus we came to.
There's no real way to deliver both, and carrying forward with more of the Act 3 personality is what we settled on, both because it's what our players wanted and because we felt it made for a more compelling character. Some people want the outward callousness (with some regret hidden underneath) while others want contrition.
Ultimately, there are some people that like her because of Act 3 and some people that like her because of Act4. Okay, I was on the early dev team for MAS and you should know that this was discussed heavily in the early stages of development, both among the devs and with the MAS users in discord and on GitHub.
